Is the wheel fair?

Yes. Each spin uses your browser's built-in cryptographic random number generator, the same kind used for passwords, so every name has an equal chance of landing under the pointer. The animation is for show; the result is decided the moment you press spin.

To pick several winners in a row without repeats, press "remove winner" after each spin. The wheel redraws with the remaining names.
